Bond Oversight Advisory Committee (BOAC)

Committee Responsibilities

The Bond Oversight Advisory Committee may:

• Monitor the progress of active bond projects by reviewing project status, schedules, and timelines.
• Review the financial status of active voter-approved bond program(s) through periodic revenue and expenditure reports.
• Meet quarterly to perform the work of the Committee, or as needed.
• Provide updates and advisory feedback to the GISD Board of Trustees and District Administration, as appropriate.

Advisory Capacity & Limitations

The Bond Oversight Advisory Committee serves in an advisory role only and has no legal authority. 

The Committee does not:

• Make decisions regarding bond expenditures (including contracts, vendors, change orders, design decisions, or sales);
• Direct staff to appropriate or expend funds;
• Request work requiring excessive staff time or expense;
• Perform duties delegated to staff, consultants, the Superintendent, or the Board of Trustees.

Disclaimer

This committee serves in an advisory capacity only and does not have decision-making authority. All recommendations and feedback provided by the committee will be considered by district administration and, when appropriate, the Board of Trustees. Committee discussions and actions are conducted in alignment with applicable laws, district policies, and administrative procedures. Legal guidance provided by the district’s attorneys, when applicable, will inform the committee’s work. Nothing within this committee’s work supersedes or replaces the authority granted to the Board of Trustees under governing law and policy.

Membership Eligibility & Guidelines

Committee Membership

To serve on the Committee, individuals must:

• Reside in the Godley ISD tax boundaries;
• Not be an employee of GISD;
• Not have any active business relationship with GISD through a vendor contract;
• Commit to attending all Committee meetings, participating in site visits as needed, and assisting in the preparation of advisory reports;
• Place the interests of GISD above personal or business interests;
• Be open to educate and inform themselves and other community members of the bond process and current/future projects; and
• Follow all applicable policies, procedures, rules, and regulations of GISD.

District staff may serve in an advisory capacity only and may invite architects, general contractors, or other relevant consultants to participate in meetings, as needed.

Godley ISD students with relevant program alignment may serve on the committee as non-voting participants, based on recommendations from District Administration, as needed.

Committee membership should reflect a cross-section of the community, which might include individuals with expertise in areas such as:

• Finance
• Construction
• Project management
• Technology
• Education

Membership Terms

Members

Members must apply and receive an approval of their application to serve on this committee for an initial two year period. After the initial two years have passed, members will remain on the committee until they resign their placement. The limit for members is currently set at 45, but could be changed at the discretion of District Administration as needed. 

Members may miss no more than two unexcused meetings per calendar year. A third unexcused absence could result in removal from the committee due to inactivity.

A member must resign and may be replaced if they:

• Serve on the GISD Board of Trustees;
• Move outside district boundaries;
• Become employed by a GISD vendor; or
• Become employed by GISD.

A member can be removed and may be replaced if they violate District policies or procedures.

• Removal from the committee can be processed by either: 1) A majority vote of fellow committee members or 2) District Administration. 
• If a member has been removed from the committee, they are not eligible to re-apply for two consecutive years. 

Applications and Term Dates

• Membership applications will be opened and reviewed in April of each calendar year with new member terms beginning in July of each membership cycle.

Committee Meeting Guidelines

The Committee must have at least one meeting annually, but usually quarterly or as necessary. 

Specific meeting frequency, dates, location, and times will be determined by GISD Administration in coordination with Committee members.

By the second meeting of the committee’s inception, co-chairs may be appointed and will remain co-chairs until their resignation or removal from position, at which time a new co-chair(s) may be appointed. 

• One co-chair may be elected by the committee; and 
• One co-chair may be elected by the committee or appointed by the District Administration, if needed.

Qualifications and Selection of Co-chairs:

• Should have specific experience in the following professions:
  • Construction
  • Finance and/or Accounting
  • Education
  • Attorney
  • Project Management
• Must be nominated and selected on based on the following procedure:
  • Nominations will be limited to one per member and must be accepted by the nominee;
  • Nominations must be made verbally in the open meeting;
  • Voting of the nominees will occur by raising of hands.

Co-Chairs may:

• Assist District Administration in leading meetings;
• Provide an update to the Board of Trustees at a Board meeting as needed; and
• Request removal of members for violation of procedures or conduct. 

Each Meeting may:

• Be open to the public for viewing only;
• Be led by District Administration and/or Co-Chairs; and
• Include presentations and supporting materials, as needed.

Meeting Expectations and Norms of Conduct

Attendance at any meeting, whether members or public attendees, should strive to adhere to these established standards and expectations:

• The committee’s time is valuable and it is important to have a clear understanding of expectations for each meeting which is limited to what is on the agenda;
• The committee’s greatest asset is the combined knowledge and experience of those in the room through communication and collaboration;
• Discussion within the committee can be healthy and productive, but only if it is respectful and does not violate any GISD Board Policies. 
• There will be a zero-tolerance policy for disruption of the meeting by members of the committee or the public audience. 
  • If the co-chair(s) or District Administration determine that any individual is causing a disruption to the meeting by his or her words or action.
  • If a member of the committee is removed from the meeting, they could also be removed from committee membership per the guidelines outlined in this document.
• A vote of a simple majority of the membership present at the meeting shall be necessary and sufficient for the adoption of any matter voted upon by the committee.

District Administration may, at any time, amend this document and communicate the changes to the Committee membership at the next scheduled meeting.

Bond Oversight Advisory Committee News

What is the Bond Oversight Advisory Committee?

The Bond Oversight Advisory Committee is a group of community members who review the District’s current bond projects and provide advisory feedback to the GISD Board of Trustees and District Administration. The Committee’s focus is proactive oversight of current and future initiatives.

Why did GISD form the Committee?

GISD believes in fostering collaboration and transparency in bond program implementation. The Committee provides an avenue for community engagement and allows multiple perspectives to inform public communication and oversight.

Who serves on the Committee?

The Committee represents a diverse cross-section of GISD residents, including parents, non-parents, grandparents, civic leaders, and business professionals. Members are selected to reflect the demographics and values of the community.

How are members selected?

GISD may solicit nominations each April through an online application process made available on the District website and through official communication channels. Applicants who meet eligibility requirements are considered to ensure diverse representation, relevant expertise, and values of the community.

Members review active and future:

• Building condition updates
• Construction progress reports
• Financial reports
• Project schedules and timelines

How can the public stay informed?

All meetings are open to the public for viewing.
